Q: What is the ruling on taking Bay’ah for the (different) groups like that of the muslim brotherhood? Is this from splitting and leaving the Jamaa’ah (the Congregation of the Muslims)?

A: Bay’ah is given to the Muslim ruler. It is not to be given to other than the Muslim ruler. It is not to be given to the president of a group, or the leader of a group. Rather it is only to be given to the general Muslim ruler, yes.
